There are plenty of people selling used cars out there and scamming people. It's much harder for a licensed dealer to do it, than someone selling cars without a license. Dealers have to disclose certain things in writing like salvage title, true mileage unknown, prior rental, etc. Most of the scamming comes from the unlicensed dealer selling cars from the curb. Unhappy customers will complain to the DMV, or go to small claims court. If you can, it's best to try resolving customer complaints were both the buyer and seller benefit. If you don't try to work it out with a customer it could end up being much worse in the long run for the seller. Numerous complaints to the DMV about a specific dealer will get a DMV detective on their back. Unscrupulous car sellers can go to jail, or pay a hefty fine.

The buyer feels relieved to get the car out of their hair. The seller deserves it for the lost customers. The seller can use the money to fix the problem the buyer is upset about. The problem will be fixed for the next buyer that comes along.
